Emily Katz

Vice President

Emily Katz serves as Vice President and Chair of VSA's healthcare practice. She has worked for 15 years in Washington, D.C. as an expert in health and healthcare policy with experience in government and the private sector. She has developed and executed legislative and regulatory strategies on issues including drug pricing, public health, women’s health, diabetes, end of life care, health insurance and reform, and public programs including Medicare, Medicaid, and Tricare.

Emily has worked directly with C-Suite executives, prepared written and oral testimony delivered before congressional committees, crafted and carried out corporate reputation and crisis campaigns, and helped lead advocacy efforts across a broad coalitions to ultimately enact legislation.

Emily spent nine years on Capitol Hill serving as a Legislative Assistant to Senator Ron Wyden (D-OR), the top Democrat on the Senate Finance Committee, Health Policy Director to Representative Diana DeGette (D-CO), a senior member of the House Energy and Commerce Committee, and senior staff to Senator Barbara Boxer (D-CA) while she was Chair of the Environment and Public Works Committee and a member of the Senate Democratic Leadership. Her legislative accomplishments include more than a dozen of Senator Wyden’s amendments accepted into the 2010 health reform bill, enactment of Senator Boxer’s HIV Organ Policy Equity (HOPE) Act which has led to more than 100 organ transplants that would not otherwise have been performed, and enactment of Representative DeGette’s legislation to combat drug shortages.

Emily is a published scientific author. She holds a Master of Public Health degree from Columbia University’s Mailman School of Public Health with a focus in Health Policy, and a B.A. from Brown University, majoring in Biomedical Ethics.
