Responding to Demand in Key Areas, VSA Promotes Three
Van Scoyoc Associates (VSA) is proud to announce a string of recent promotions. Brian Robinson is promoted to Vice President and General Counsel; Aretha Robinson is promoted to Associate Vice President; and Jennifer Cave is promoted to Associate Vice President.
Brian Robinson is promoted to Vice President and General Counsel. In this capacity, Brian will serve as legal advisor for VSA’s President and leadership team, providing legal advice on both internal operations and client matters.
Brian is centrally involved in the firm’s management of legal and regulatory matters, responsible for compliance issues at the Federal and state levels, and provides assistance in the pursuit of business development. He is responsible for drafting, negotiating, and reviewing contracts, advising on new areas of the law, and partnering with the Human Resources and Accounting departments in risk management, cost-control measures, and overall strategic planning.

This promotion is a recognition of his significant contributions to the firm,” said Stu Van Scoyoc, President of Van Scoyoc Associates. “In addition to being a talented attorney upon whose advice I often rely, Brian brings a level of character and integrity to the job that make him particularly effective. Prior to his 18 years at VSA, Brian spent five years on Capitol Hill as Legislative Counsel for Congresswoman Sheila Jackson Lee and Congresswoman Juanita Millender-McDonald. Additionally, Brian served in the United States Army Reserves where he held various command and staff positions including earning a Bronze Star during Operation Iraqi Freedom.
A native of Washington, DC, Brian received his Bachelor of Arts Degree in Political Science from LaSalle University and a Juris Doctor from the Catholic University of America, Columbus School of Law. He lives in Washington, DC with his wife and three children.
Aretha Robinson is promoted to Associate Vice President for Client Services where she will focus on business development in Political Action Committee (PAC) management and fly-in management.
Aretha currently serves as the PAC Manager for a number of VSA clients. She is responsible for ensuring sound financial management and compliance with federal, state and local campaign finance and election laws. Her expertise in this area has increased demand for her services, both among current clients and new clients. Aretha will be responsible for developing and managing this line of business development at VSA.
In addition to her PAC management work, Aretha will be leading VSA’s efforts to expand our fly-in and virtual fly-in offerings to clients. Having successfully organized, planned, and executed several large-scale fly-ins for clients over the past several years, Aretha’s leadership on these events is critical. Particularly as more and more clients are having to meet with Members of Congress, their staffs and key Administration policy officials on virtual platforms, Aretha will ensure client expectations are not only met, but exceeded.
“Over the last several years, Aretha took it upon herself to develop two new lines of business for the firm – PAC management and Fly-In execution. Her leadership and expertise on these issues enabled her to establish and then grow the firm’s business in these areas. This promotion is a reflection of that work,” said Stu Van Scoyoc. “It was an easy decision to recognize Aretha’s contributions in this way.”
Aretha has been with VSA for 15 years and has served in several capacities. Before joining VSA, Aretha was a Configuration Manager at BAE Systems, managing change control of AEGIS class destroyers in accordance with the NAVSEA 400D Configuration Management Plan.
She is a United States Navy veteran and originally hails from the Bronx, New York. Aretha lives in Maryland with her husband and their 2 children.
Jennifer Cave is promoted to Associate Vice President where she will focus on the defense and homeland security sectors. She will be tasked with advocating on behalf of clients in these areas as a member of VSA’s national security team.
Jennifer offers significant policy expertise in areas including defense, homeland security, information technology and Veterans affairs. She develops and executes engagement strategies with Federal Agencies and Members of Congress to aid client business development efforts and provide solutions at the federal level. Her clients rely on her strategic advice and effective advocacy. Jennifer blends her previous legislative and executive branch experience to help provide clients with a comprehensive view of the Washington landscape.

Before joining VSA, Jennifer served as a Military Legislative Aide to former Senator John Warner (R - VA), Special Assistant to the Senate Armed Services Committee, and as a Special Assistant on the National Security Council in the European Affairs Directorate during the George W. Bush Administration. She has been involved in the consideration of numerous National Defense Authorization Acts as well as annual Defense Appropriations bills.
Jennifer received her Bachelor of Arts Degree in Government from the University of Virginia, earned a Master’s Degree in Public and International Affairs from Virginia Polytechnic Institute and State University.
